PETALING JAYA: The RM18bil allocated for the Public Service Remuneration System (SSPA 2.0) under Budget 2026 will boost the motivation, efficiency and productivity of civil servants, says the Congress of Unions of Employees in the Public Service (Cuepacs).
“This shows the government’s seriousness in restructuring the salary and benefit scheme to be fairer, more balanced, and sustainable across all service groups,” Cuepacs President Datuk Adnan Mat said in a statement on Friday(Oct 10).
“With the new SSPA 2.0, improved incentives, and comprehensive housing support, civil servants are now more motivated than ever to serve the people and the country with dedication,” he said.
Adnan called for the full and transparent implementation of SSPA 2.0 and for all civil service-related announcements to be implemented without delays.
He expressed his gratitude for the RM2.2bil allocated for the building, maintenance and upgrading of various civil servant quarters.
He also welcomed the housing loan guarantee of up to 120% for contract civil servants, Bank Simpanan Nasional’s RM500mil in first-home loans, among others, adding that these measures support housing stability and welfare, especially for younger and contract civil servants.
He said the Special Financial Aid of RM500 for all civil servants (Grade 56 and below), including contract staff and the RM250 for government pensioners and veterans (with or without pension), will ease cost-of-living pressures ahead of Aidilfitri next year.
“The expansion of the Performance-Based Incentive to management and professional groups is also welcomed, especially for those awaiting promotions due to structural limitations.
“Cuepacs supports the Cabinet’s continued 20% salary cut, as a model of integrity and responsible leadership,” he said.
Adnan said the Budget 2026 is not just numbers, but the Madani government's genuine recognition of civil servants and the vital role they play in national governance.
