A TOTAL of 17 cases of improper display or misuse of the Jalur Gemilang were recorded nationwide in 2025, says Datuk Seri Dr Zaliha Mustafa.
As of October, Penang recorded five cases, Selangor and Johor (four each), Kuala Lumpur (two), Negri Sembilan and Perak (one each).
Of these, five cases have been resolved while 12 remain under investigation by the Royal Malaysia Police, said the Minister in the Prime Minister’s Department (Federal Territories).
Dr Zaliha said this in a written reply to Chiew Choon Man (PH-Miri), who asked the Prime Minister to outline actions taken against the incorrect display of the national flag and if similar measures would apply to public agencies.
Dr Zaliha said the government continues to raise awareness on proper flag usage among individuals, agencies, statutory bodies, NGOs and private organisations.
Enforcement is carried out under the Emblems and Names (Prevention of Improper Use) Act 1963 (Act 414), which prohibits unauthorised use of official symbols for commercial, professional or other purposes.
Violations under Section 3 of Act 414 include using the flag in business, patents, trademarks or designs without permission.
Offenders can face fines of up to RM20,000, imprisonment for up to three years, or both under Section 5.
“The government is committed to ensuring that the Jalur Gemilang is displayed correctly and respectfully at all times,” she added.
