Additional RM10bil allocated to expand SJKP, says Housing Minister


KUALA LUMPUR: An additional RM10bil has been allocated under Budget 2026 to expand the Housing Credit Guarantee Scheme (SJKP), bringing the government’s total allocation to RM40bil to help Malaysians own homes, says Nga Kor Ming.

“Since its implementation in 2008 until Aug 31, 2025, a total of RM22.72bil in loan guarantees involving 95,460 applications have been approved. The ministry will work with Bank Negara to ensure all financial institutions participate in this scheme,” the Housing and Local Government Minister told Parliament during his winding-up speech on Wednesday (Oct 29).

He said the initiative, part of the government’s i-Biaya programme, provides loan guarantees of up to RM500,000 for first-home purchases, including new, existing or auctioned units.

“This aligns with the Madani government’s goal to enhance access to financing and support home ownership for the benefit of all Malaysians,” he said.

Nga said the ministry and its agencies are constantly reviewing more inclusive and flexible approaches to help people own homes.

He added that PR1MA is currently running the Kempen Rumah PR1MA Kita until Dec 31, 2025, offering discounts of up to 25%, free internet for one year and smart home device packages. PR1MA is also covering legal fees to ease buyers’ financial burden, he said, noting that the PR1MA Residensi Brickfields 2 project had been fully booked.

Meanwhile, Syarikat Perumahan Negara Berhad (SPNB) continues to focus on the Rumah Mesra Rakyat (RMR) programme, which helps B40 households earning RM5,000 and below build affordable homes on their own land or family land.

Nga said each RMR unit in Peninsular Malaysia costs RM75,000, while those in Sabah, Sarawak and Labuan range from RM75,000 to RM106,500. The government subsidises RM20,000 per unit, with the remaining cost covered through an interest-free SPNB loan repayable over 16 to 25 years at RM300 per month.

He added that under the national energy transition agenda, RMR participants are also offered affordable solar energy packages to help reduce monthly costs.

On PR1MA’s progress, Nga said the corporation had implemented 91 housing projects nationwide, comprising over 54,000 housing units benefitting more than 175,000 Malaysians.

He dismissed claims that PR1MA had received no new funding, saying that under Budget 2026, RM30.1mil was allocated for preliminary works on three projects,

while another RM38mil was approved for the Bandar PR1MA Teluk Intan development. An additional RM75mil was allocated for the Projek Rumah Rakyat (PRR) Harmoni Bestari Jaya in Selangor.

Nga stated that the ministry is targeting 500,000 affordable homes by 2030 as part of the Madani Housing Reform Agenda. PR1MA aims to deliver 25,000 new units through strategic development initiatives in Kuala Lumpur, Melaka, Perak and Penang.

On the Urban Renewal Act bill. Nga said engagement sessions with state governments, professional bodies and the public are ongoing to refine the bill before its tabling, adding that the proposal had received broad support at the recent National Planning Congress attended by 5,000 participants.

He said the ministry welcomed constructive suggestions from all quarters, including Umno’s recent resolutions, and emphasised that the bill had gone through 122 engagement sessions and three rounds of Cabinet review.
