KUALA LUMPUR: Human Resources Development Corp (HRD Corp) and the Human Resources Ministry must take immediate action by updating their standard operating procedures following findings by the Public Accounts Committee (PAC), including the misappropriation of funds.
Anti-graft group Rasuah Busters said various actions must be taken, including legal action against non-compliance and enhancing the biometric technology system to control the database, ensuring that human capital development through HRD Corp is carried out effectively with the highest level of integrity.
"Accountability in the independent audit process, participant verification, utilisation of unused funds, and other oversight measures must be strengthened to prevent and detect resource wastage at an early stage.
"The Parliament Special Select Committee (PSSC) should also oversee the activities of HRD Corp to ensure timely intervention and accountability before issues escalate to the PAC," it said in a statement on Sunday (July 7).
Rasuah Busters commended the PAC's role in conducting the audit that uncovered non-compliance and misappropriation in the management of funds by HRD Corp.
"Corporate contributions are investments aimed at enhancing skills and the benefits of human capital development. Misappropriation of these funds leads to the betrayal of the trust placed in safeguarding these vital resources.
"The transactional non-compliance reported by PAC represents significant weaknesses in governance and integrity, potentially leading to substantial losses affecting the socio-economic stimulus of the nation.
"This report serves as a risk management mechanism to ensure effective strategies are developed in the future to prevent negative implications from the misappropriation or misuse of public funds," it said.
