KUALA LUMPUR: Eligible micro, small and medium enterprises (MSMEs) can obtain financing of up to RM750,000 under the RM5bil SME Stabilisation Relief Facility (SME SRF), with the scheme designed to improve access to credit for businesses with limited collateral or financial records, the Dewan Rakyat was told.
Finance Minister II Datuk Seri Amir Hamzah Azizan said the facility offers financing for up to five years at a maximum rate of 3.75% per annum, inclusive of guarantee fees.
"This guarantee support improves access, especially for micro enterprises and businesses without strong collateral or financial track records.
"In assessing creditworthiness, banks are also allowed to use alternative evaluation methods, such as reviewing transaction flows and bank account balances," he said in reply to a supplementary question from Datuk Andi Muhammad Suryady Bandy (BN-Kalabakan) during Question Time.
Andi had asked the Finance Ministry to list the steps taken through Syarikat Jaminan Pembiayaan Perniagaan Berhad (SJPP) in providing financing guarantees to SMEs, particularly in agriculture, logistics, construction and tourism.
He also wanted to know how the government ensures the RM5bil SME SRF scheme is accessible to micro and small traders lacking complete financial records or business documentation.
According to Amir Hamzah, Bank Negara Malaysia allocated a total of RM5bil financing fund under the SME Stabilisation Relief Facility.
"Since its launch in mid-May 2026, nearly RM1bil has been approved for more than 1,500 MSMEs.
"With about RM4bil still available, sufficient funding remains for further applications," he said.
In order to help micro entrepreneurs keep their businesses running despite rising costs, the government is providing over RM5bil in micro-financing through Amanah Ikhtiar Malaysia (AIM), Agrobank, Bank Simpanan Nasional (BSN), Bank Rakyat, Mara and Tekun Nasional, he added.
"These facilities enable small-scale entrepreneurs to access working capital and continue operating.
"Between May 15, to June 26 2026, more than RM500mil in micro financing was approved, benefiting over 30,000 entrepreneurs," he said.
To ensure continued access to financing, the minister said the government also introduced the Madani Government Guarantee Scheme worth RM5bil through SJPP.
"Between May 15 and June 30, 2026, SJPP approved a total of RM219mil in guarantees benefiting over 300 MSMEs, particularly in agriculture, construction, logistics and tourism.
"SJPP is also working with banks to facilitate restructuring, rescheduling, and targeted repayment assistance, helping MSMEs navigate current challenges," he said.
