GEORGE TOWN: The Penang Road Transport Department (JPJ) has come up with a new strategy to combat the tonto menace.
State director Noorul Habib Abdul Guduse said among the new steps taken were to carry out operations at irregular hours and at the last minute to avoid an information leak.
