KUALA Lumpur City Hall (DBKL) launched a wide-ranging operation at the Kuala Lumpur Wholesale Market on Thursday (July 23).
Targets included foreign-run stalls, illegally sublet licences, and unapproved structures. Action was also taken against foreign drivers and public space obstructions.
The operation at Jalan 1/3a and Jalan 2/3a, Pusat Bandar Utara, Kuala Lumpur, was jointly carried out with several agencies such as the Road Transport Authority (JPJ), the police, Immigration Department, Solid Waste Management and Public Cleaning Corporation (SWCorp), Tenaga Nasional Bhd (TNB), Air Selangor and Alam Flora.
“For the operation on foreign drivers, enforcement action was taken for a variety of offences, including driving without a valid licence, vehicles with expired driving licenses, expired road tax, and lack of insurance coverage, among other road traffic offences,” DBKL said in a social media post.
“Through this operation, DBKL issued a total of 102 compounds, the police issued 81 compounds and JPJ issued 104 compounds for various traffic offences to drivers and vehicle owners, under the Road Traffic Rules 1959 and the Road Transport Act 1987.
“JPJ also confiscated seven electric motorcycle (EV) vehicles and DBKL towed 41 vehicles that obstructed traffic in public areas.”
In this joint operation, DBKL also carried out enforcement action to demolish 18 units of structures built without approval by business owners in front of the premises and back alleys involving awnings, additional dividers and permanent storage spaces.
The business owners had failed to comply with prior enforcement notices to remove or demolish the unapproved structures.
DBKL further issued 11 additional enforcement notices on these business owners and warned of further enforcement action if they failed to comply.
On businesses that were found to have violated the terms of their licences, DBKL issued a total of 28 compounds for offences such as failing to display business licences, appointing foreign workers without permits, not having valid business licences, creating obstacles on sidewalks and not having licences for signboards.
Goods and business equipment belonging to businesses illegally run by foreigners were also seized.
“The enforcement action is carried out through offences under the Hawker Licensing Act (WPKL) 2016, Trade, Business and Industrial Licensing Act (WPKL) 2016, the Advertisement Act (WPKL)1992, the Roads, Drains and Buildings Act 1974 and the Local Government Act 1976.
“Various items that were confiscated were taken to the DBKL Confiscation Unit for documentation purposes.”
