Dialogue urged over construction, lack of parking at Jln SK10/4
RESIDENTS are raising safety and environmental concerns over the construction of a three-storey building on a gazetted public parking space at the Seri Kembangan New Village in Selangor.
“There were cases where construction materials fell on the road.
“This poses a safety risk for pedestrians and vehicles,” said Seri Kembangan MCA service centre head Chuah Hooi Hoong who spoke on behalf of residents at a press conference.
He said the residents lodged complaints to Subang Jaya City Council (MBSJ) and Occupational Safety and Health Department regarding dust and debris from the construction site.
Chuah said following the complaints, inspections by MBSJ were carried out, where work at the site was temporarily halted for a day but later resumed.
Puchong MCA chief Datuk Liew Yuen Keong, who was also present, raised concerns regarding boundary matters at the site.
He said a concrete slab appeared to project beyond the hoarding line and over the road.
“If you look at the structure, it crosses the boundary,” he pointed out, adding that the local authority should clarify whether the construction complied with building plans and requirements.
Liew said the matter had been referred to the Selangor Mentri Besar’s Office.
The Mentri Besar’s Office had mistakenly forwarded the complaint to Shah Alam City Council (MBSA) on Nov 10 last year, instead of MBSJ, for further action, he said.
The land is located within MBSJ’s jurisdiction.
Liew said the error in addressing the letter to the wrong city council showed a lack of seriousness in resolving the issue.
At the press conference, Liew and Chuah presented copies of the 1991 Selangor government gazette and related land acquisition records.
The land at Jalan SK10/3, identified as Lot 5270 (P.T.1) in Petaling district, was acquired by Selangor government in October 1991 under the Land Acquisition Act 1960 and gazetted as a public parking area.
Documents showed that compensation amounting to RM475,020 was paid to the original landowner following the acquisition.
“This land was gazetted as a public parking area,” said Liew.
Despite this, the site was approved for construction of 11 shop units with building works commencing in late July last year.
Former Serdang MP Datuk Yap Pian Hon, who was also present, questioned whether the use of the land remained consistent with the original purpose as per the land acquisition.
He said MCA would seek a dialogue involving residents, state government, MBSJ and other relevant agencies to clarify the land status and conversion, if any.
Last August, Seri Kembangan assemblyman Wong Siew Ki said the land was never gazetted for a carpark.
“I have checked with MBSJ and Petaling Jaya District and Land Office.
“If MCA has in its possession documents relating to the gazettement, I suggest that the party submit it to the relevant authorities for verification,” she was quoted as saying.
When contacted, Wong said the dialogue to clarify the land status was being arranged.
However, she said a meeting with MBSJ and Petaling District Land Office would be held first to align all parties.
Meanwhile, when met during MBSJ’s bazaar briefing session in Puchong Indah, Subang Jaya deputy mayor Mohd Zulkurnain Che Ali refuted claims that there were major parking issues after the Seri Kembangan New Village carpark made way for the construction.
He described the parking situation as under control.
Mohd Zulkurnain said that besides looking at redesigning the parking bays there, MBSJ’s Seri Kembangan multipurpose hall could be utilised for parking too.
