QuickCheck: Is DNA testing required for all new MyKad applications and birth certificates?

AN IDENTIFICATION document refers to any document that verifies a person’s identity. In Malaysia, the MyKad and birth certificate serve as means to confirm that government assistance reaches its intended beneficiaries.

According to claims circulating online, the National Registration Department (NRD) requires all newborn babies to undergo a Deoxyribonucleic acid (DNA) test before their birth is registered.

It also said that anyone who wants to apply for an identity card or MyKad must undergo the test to prove their identity.

Is this true?

Verdict:

FALSE

According to an NRD spokesman, the department was aware of the allegations and has held a live social media briefing to address the issue.

During the session, Assistant Registration Officers Faridah Mohd Sikah and Muhammad Izzuddin Mohd Nasir explained that not every application for birth registration or MyKad necessitates a DNA test.

The NRD mandates DNA tests only in specific instances, including late registrations for births and MyKad, and situations where doubt arises based on the assessment panel's decision.

They explained that DNA would used as a supporting document to confirm a person's blood relationship with other family members.

However, the DNA result is not decisive for an applicant's obtaining a MyKad or citizenship; instead, it is only a supporting document that officers need for verification.

According to the NRD, applicants must still complete the prescribed application procedure. They will be awarded the identification document only after being found eligible.
