PUTRAJAYA: The presence of any individual at National Registration Department (JPN) premises, including foreigners, does not necessarily mean they are applying for or will be issued a MyKad, the department said.
It stated that it handles various civil registration services for both citizens and non-citizens, depending on the transaction required.
In a post on its social media platforms, the department said services involving non-citizens included birth registration and civil marriage registration involving foreign spouses.
“Do not draw conclusions solely based on a person’s presence at JPN premises or a photograph without knowing the actual purpose of the visit,” it said, Bernama reported.
The clarification was issued following claims linking the presence of foreigners at JPN premises to applications for identity cards.
The JPN also clarified that a pink birth certificate merely proves a birth was registered in Malaysia and does not confer citizenship.
The certificate is routinely issued to non-citizens who do not meet criteria for Malaysian nationality.
“This is because every birth that occurs in Malaysia must be registered, regardless of whether the child’s mother or father is a Malaysian citizen or not.
“Registration ensures every birth is officially recorded.”
