KUALA LUMPUR: The proposed amendments to the Control of Padi and Rice Act (Act 522) will see higher penalties being imposed against offenders.
Agriculture and Food Security Minister Datuk Seri Mohamad Sabu tabled the Bill for its first reading on Tuesday (July 7). The second and third readings are scheduled within the current meeting of the Dewan Rakyat.
The proposed amendments to Section 22(1) will increase the maximum fines imposed on individuals and officers of a corporate body. The fine will rise from RM15,000 to RM250,000.
The maximum fines under Section 22(2) which entails offences committed by corporate bodies will increase from RM25,000 to RM500,000.
The proposed amendment to Section 29 will empower the minister to determine the grades of rice and set price controls for each grade. It will also allow the ministry to look into licensing matters involving padi purchasers.
Offences under Act 522 include operating without a required licence, breaching licence conditions and failing to comply with regulations made under the Act. Violating price control requirements, engaging in unauthorised movement or distribution and obstructing enforcement officers also constitute offences.
The Act regulates the production, purchase, sale, distribution and supply of padi and rice. It also governs the licensing of those involved in the trade and ensures the stability and control of the rice supply chain in Malaysia.
