KUALA LUMPUR: The National Defence Strategic Plan 2026-2030 (PSPN) and Defence Capacity Blueprint(RTKP) are designed to outline the country's roadmap in strengthening military readiness and building a more resilient defence ecosystem over the next five years.
Defence Minister Datuk Seri Mohamed Khaled Nordin said the two documents were developed following the mid-term review of the Defence White Paper to ensure the country's defence planning remains responsive to evolving geopolitical, technological and security challenges.
He said the PSPN is anchored on seven strategic pillars, including enhancing the Armed Forces' operational readiness, strengthening defence capabilities, improving personnel and veterans' welfare, advancing defence technology and innovation, expanding international defence cooperation, and reinforcing the nation's total defence concept (HANRUH).
"The world is facing growing geopolitical uncertainty, disruptive technologies such as artificial intelligence, and increasingly complex non-traditional security threats. These developments require Malaysia to adopt a more adaptive and forward-looking defence strategy," he said in his speech before launching the two key documents on Thursday (June 25).
Mohamed Khaled said the RTKP complements the PSPN by ensuring the ministry has the financial resources, skilled workforce, technological expertise and institutional capacity needed to achieve its strategic goals.
Among the ministry's priorities for the 2026-2030 period are the continued modernisation of the armed forces through the acquisition of Fighter Lead-In Trainer/Light Combat Aircraft (FLIT-LCA), Maritime Patrol Aircraft (MPA) and Littoral Mission Ships (LMS) Batch 2, while expanding capabilities in artificial intelligence, cyber defence, electronic warfare and satellite technology, he said.
"The government's is committed to improving the welfare of military personnel and veterans through new housing projects, healthcare facilities, cost-of-living assistance and expanded employment and reskilling programmes for retired servicemen.
"We will continue to uphold the nation's neutral foreign policy while strengthening defence diplomacy through regional and international platforms such as the Asean Defence Ministers' Meeting (ADMM), ADMM-Plus and the Five Power Defence Arrangements (FPDA), to safeguard national sovereignty and regional stability," he stressed.
