KUALA LUMPUR: Petrol retail companies have been instructed to immediately tighten compliance with standard operating procedures (SOPs) for MyKad verification for every Budi95 transaction.
The Finance Ministry said in a statement Friday (May 29) that any transaction carried out manually without prior physical MyKad verification is not permitted.
"The reasoning is that it creates room for unauthorised transactions, subsidy abuse and violations of the programme's integrity," it said.
Petrol companies have been ordered to investigate stations identified as violating these SOPs and to take appropriate disciplinary action.
They must also strengthen internal monitoring to ensure continuous compliance across all petrol stations.
The ministry said corrective measures have been mandated. These include retraining frontline staff and the prominent display of SOPs at payment counters.
"They need to provide appropriate redress and compensation to affected customers, subject to the outcome of investigations," the ministry said.
Petroleum retail companies have been instructed to contact affected MyKad holders for further discourse on the matter.
The ministry said this comes after several recent complaints involving the alleged unauthorised use of MyKad information for transactions under the Budi Madani RON95 (Budi95) fuel subsidies.
It warned the public of a potential RM20,000 fine or up to three years' jail for anyone caught misusing another person's MyKad to claim the fuel subsidy.
The use or possession of another individual's MyKad without lawful authority is a serious offence under Regulation 25 of the National Registration Regulations 1990.
"This is a warning to the public against the use of another person’s MyKad or information without consent to obtain Budi95 fuel subsidy benefits," the ministry said.
The ministry will continue monitoring Budi95 transaction patterns at petrol stations nationwide. It will not compromise on any SOP violations or abuse of targeted subsidies.
Budi95 recipients are encouraged to review their transaction records through the official portal. They should lodge a police report immediately if they detect any unauthorised transactions.
Affected recipients may submit complaints within 30 days of the incident to the Budi Madani Contact Centre (BMCC).
Complainants must provide a police report detailing the date, time and specific petrol station involved. A copy of their MyKad and the list of transactions must also be included.
The ministry urged the public to remain vigilant and refrain from sharing their MyKad information with any party for subsidy-related transactions.
"The public is advised to rely only on official Finance Ministry channels and the Budi Madani portal for further information regarding the programme," it said.
