LRT derailment: Operator told to submit full incident report, says Apad


SHAH ALAM: The Land Public Transport Agency (Apad) has instructed the operator to submit a full report on the LRT train derailment near Chan Sow Lin Station as soon as possible, Sinar Harian reports.

Apad said the report will be examined in detail before interviews and further scrutiny are carried out to identify factors that contributed to the incident, the Malay language daily reported.

The agency said the move is also aimed at determining whether there were any elements of non-compliance, negligence or breaches of operating licence conditions.

"If it is found that the operator has breached the licence conditions, enforcement action may be taken under Section 101 of the Land Public Transport Act 2010 (Act 715)," it said in a statement Friday (May 29).

Investigations will also cover negligence aspects under Sections 202 and 128 of Act 715.

This includes action against any individual found to have failed to carry out their duties or to have been negligent while performing tasks, thereby jeopardising rail operational safety.

In the early hours of Thursday (May 28), a train on the Ampang/Sri Petaling Line derailed while passing through a track switch area at Chan Sow Lin Station.

The incident affected the service schedule on the line.

Following the incident, the Transport Ministry said it would immediately set up a special task force to carry out a comprehensive investigation into the cause of the derailment.

Apad said it views the derailment incident that occurred near the station on Thursday morning seriously.

A site inspection was carried out as soon as the incident occurred to assess initial conditions and ensure immediate action was taken by the operator.

"The first site inspection was led by the Apad director-general together with representatives from the Rail Enforcement Division and the Rail Planning Division," it said.

A second site inspection was also conducted at 3pm Thursday involving Transport Ministry representatives.

This was to review the early progress of the investigation, the level of operational safety and follow-up measures that need to be implemented by the operator.

Apad said that in line with the Transport Minister's directive, it opened an investigation paper immediately to probe the incident thoroughly.

"Investigations are being carried out to identify the actual cause of the incident, including examining compliance with standard operating procedures, asset maintenance, safety systems and train operations," it said.

Apad also stressed that user safety, the reliability of the rail system and the integrity of public transport services cannot be compromised under any circumstances.

The investigation will be conducted independently, transparently, professionally and comprehensively.

Appropriate action will be taken based on the relevant laws in force.

"Apad will continue to work closely with the Transport Ministry and relevant agencies to ensure that safety standards and public confidence in the public rail transport system are always safeguarded," it added.
