Existing standing orders already curb MPs from raising 3R issues


PETALING JAYA: Existing rules already prohibit Members of Parliament (MPs) from raising sensitive matters related to race, religion and royalty (3R).

In a statement addressing proposed guidelines on 3R issues, the Parliament corporate communications division acknowledged the release of the Malaysia Racism Report 2025 by Pusat KOMAS as well as the government’s proposal to introduce clearer guidelines on such matters in parliamentary debates.

“Current Standing Orders for both the Dewan Rakyat and Dewan Negara already contain provisions restricting MPs from discussing matters involving the monarchy, as well as from making statements deemed offensive, malicious or capable of inciting hostility between races,” it said.

The rules also prohibit speeches that may contravene the Federal Constitution or the Sedition Act 1948.

“Such guidelines can serve as an additional reference in interpreting the existing Standing Orders of both Houses,” it added.

The statement said the proposed guidelines would be circulated to MPs to help ensure their speeches comply with the rules governing proceedings.

The move comes amid ongoing discussions on managing sensitive issues in Parliament, with authorities seeking to balance freedom of speech and the need to maintain public order and harmony.
