Selangor records highest number of rape cases


SELANGOR recorded more than 3,000 rape cases in the past decade, making it the state with the highest number, the Dewan Rakyat was told.

According to Home Minister Datuk Seri Saifuddin Nasution Ismail, Selangor saw 3,392 cases between 2015 and 2025, with 1,575 cases resulting in prosecution.

As far as rape is concerned, Johor is second, coming in with 2,006 cases, with 806 of them resulting in prosecution.

This was followed by Sabah (1,817 cases with 505 of them charged) and Kedah (1,465 cases with 465 charges).

Perlis had the lowest number, with 275 cases that resulted in 116 of them prosecuted.

Altogether, Malaysia saw 17,609 rape cases nationwide during this same period, with 7,090 cases resulting in prosecution, said the Home Minister in a written parliamentary reply yesterday.

Saifuddin Nasution was responding to a question by Lim Lip Eng (PH-Kepong), who asked about the number of rape convictions since 2015.

Lim also asked whether another investigation will be conducted in relation to a case in Selangor involving an alleged rape victim after Section 354 of the Penal Code (assault or use of criminal force to outrage modesty) was used to charge the suspect, instead of Section 376 (rape).

To this, Saifuddin Nasution said the matter is the discretion of the Attorney General and Public Prosecutor, in line with Article 145(3) of the Federal Constitution.

“Such changes are usually based on the evaluation of available evidence, to ensure a higher probability of charging such cases in the court,” he said, emphasising that the police conducted a thorough investigation under Section 376 as soon as the police report was received.
