Budget 2026 passes policy stage, committee stage to start Nov 5


KUALA LUMPUR: The Dewan Rakyat on Tuesday (Nov 4) passed the 2026 Supply Bill (Budget 2026) at the policy stage via bloc voting in parliament.

The bloc voting was called after Finance Minister II Datuk Seri Dr Amir Hamzah Azizan, completed his winding-up speech on the bill.

A total of 120 MPs voted in favour of the bill, 67 were against it, while 35 MPs were absent during the vote.

The Supply Bill 2026 (2026 Budget) was tabled for its first reading at the Dewan Rakyat sitting on Oct 7.

The bill, which seeks to use a sum of money from the Consolidated Fund for services for 2026, was tabled by Amir Hamzah.

The 2026 Budget marks the fourth budget presented by the Madani government under the leadership of Prime Minister Datuk Seri Anwar Ibrahim and the first aligned with the 13th Malaysia Plan (13MP).

Accordingly, the 2026 Budget will serve as the initial framework for rolling out the 13th Malaysia Plan (13MP) for the 2026–2030 period, emphasising inclusive and sustainable national growth.

Debates at the committee level for the government’s annual spending plan will begin on Wednesday (Nov 5) until Nov 27.

The Budget 2026 saw a total allocation of RM470bil.

In his speech, Amir Hamzah said the enactment of the Public Finance and Fiscal Responsibility Act (FRA) reflects the government’s courage and determination to ensure that the nation’s fiscal management is more responsible, prudent, and sustainable.

He said the fiscal deficit rate has consistently declined each year from 6.4% in 2021,5.5% in 2022, 5.0% in 2023 and 4.1% in 2024. The target is to achieve 3.8% in 2025 and subsequently 3.5% in 2026.

Amir Hamzah said the government is also targeting to decrease the debt service charges (DSC) expenditures to revenue ratio to 15%. The current rate is close to 17%.

“The government has been reducing the fiscal deficit each year. With this consistent reduction, the debt burden will gradually lessen in the future,” he said.
