Anti-Bullying Bill to be tabled this parliamentary meeting, says Anwar

KUALA LUMPUR: The Anti-Bullying Bill will be tabled during the current Dewan Rakyat meeting, says Prime Minister Datuk Seri Anwar Ibrahim.

“Bullying is the silent crime that must be ended. Regardless of it happening in schools, universities, workplaces or the online space, it has killed potential, planted long-term trauma and taken lives.

“We must break this cycle of violence through an approach of empathy alongside enforcement without compromise,” he said in his Budget 2026 speech on Friday (Oct 10).

Anwar, who is also the Finance Minister, said the entire government machinery has also been mobilised to curb bullying.

He outlined efforts taken, which include an anti-bullying framework developed by the Education Ministry, aimed at curbing bullying in schools and empowering the role of teachers and students.

The Higher Education Ministry, Anwar said, has also installed additional closed-circuit television systems (CCTV) to improve the safety of students on campus.

The Women, Family and Community Development Ministry also offers psychosocial support through group counselling sessions.

The Communications Ministry are conducting internet safety campaigns to increase cyber awareness among school students.

The Rakan Muda programme, he said, has also mobilised the “Lawan Buli” pillar among youths at the grassroots level.

Budget 2026 is themed “Driving the Madani Economy: Empowering the People”.

According to the Dewan Rakyat calendar on the Parliament’s website, the Supply (Budget) Bill 2026 will be debated by MPs for eight days at the policy stage, followed by ministerial winding-up sessions from Oct 29 to Nov 4.

Debates at the committee stage will take place from Nov 5 to 27, after which it is expected to be passed by the Dewan Rakyat.
