KUALA LUMPUR: Freedom of speech and expression are fundamental rights for all citizens under the Federal Constitution, says Datuk Seri Ti Lian Ker.

The MCA vice-president then added that freedom of speech and expression under the Constitution includes the right to question or debate any policies.
