THE Pentagon’s detention operation at Guantanamo Bay, once a holding ground for hundreds of men captured in the United States’ global war on terror, now houses just 15 prisoners as it marks its 24th year.

Opened under President George W. Bush in 2002, the prison has survived successive administrations with differing approaches.
