Two-pronged package aims to cushion impact of global disruptions, rising costs

SELANGOR is allocating RM355.06mil to a new economic resilience package aimed at shielding the state from global market shocks and supply chain disruptions triggered by the Middle East crisis.

Mentri Besar Datuk Seri Amirudin Shari said the Selangor Resilience Strengthening Package (PPDTS) would be rolled out in two phases – RM145.8mil for seven actions under Phase One and RM209.26mil for Phase Two’s 14 initiatives.

Phase One, announced in mid-April, was implemented this month while Phase Two was unveiled during the Selangor State Assembly sitting yesterday at Bangunan Dewan Negeri Selangor in Shah Alam.

Amirudin said the Phase Two package focused on key areas affecting public well-being and economic stability, including food security, support for the agriculture and agro-food sectors, cost-of-living measures and student welfare initiatives.

Among the initiatives are reduced rental rates for hawker premises managed by local authorities and 100% assessment tax rebate for green practices and sustainable technologies.

“To ease operating costs and help keep food prices affordable, Selangor government will offer 30% rental reduction for stalls and kiosks under local council management from July to December 2026,” said Amirudin.

“Funded through an RM4.5mil allocation, the measure will benefit 21,234 traders and will be implemented automatically without the need for applications.”

He said the global supply crisis highlighted the urgency of transitioning to a clean and sustainable energy economy.

To drive the adoption of green practices and sustainable technologies, Amirudin said Selangor would grant a one-year, 100% assessment tax rebate to property owners installing solar panels, rainwater harvesting systems, recycling facilities, food waste composting systems or electric vehicle charging units.

“Each district, municipal and city council will allocate RM100,000, RM200,000 and RM1.5mil rebate respectively for this effort,” he said, adding that the state government had set aside RM5.5mil for the programme under PPDTS.

“The application process will be streamlined at the local authority level.”

Amirudin also announced the expansion of the Selangor Advance programme with an RM100mil allocation to help ease the cash flow of companies involved in infrastructure projects, including those undertaken by local authorities.

“Since its implementation during the Covid-19 pandemic, Selangor Advance has benefitted 1,398 companies by expediting payments through existing invoi­­ces and facilitating smoother transactions between businesses.

“The RM100mil allocation is expected to benefit about 500 companies and contractors engaged in projects with the state government,” he said.

Amirudin said the crisis’ im­­pact reinforced the importance of education in increasing a person’s resilience and opportunities amid economic uncertainty.

“In response, the state has introduced the Selangor Edu­­cation Scholarship for high- achieving students pursuing fields critical to the state’s future growth, including electrical and electronic engineering, life sciences, artificial intelligence, engineering and automation.

“The RM17mil scholarship fund complements the RM17mil already announced (under Selangor Budget 2026) to finance 50% of tuition fees for 400 students at some state institutions.”

Among the other Phase Two initiatives are RM20mil for upskilling and artificial intelligence (AI) certification programmes under Teraju Iktissas, Selangor Agropreneur Assistance (RM6mil), Selangor Agriculture Entre­­preneurs Resilience Financing (RM7mil), and Projek Selangor Penyayang (RM14mil) to refurbish public facilities and repaint flats over 15 years old.
