RESIDENTS of Rumah Amal Cheshire Selangor (RACS), a residential care centre for persons with disabilities, are struggling with blocked roads and illegally dumped rubbish disrupting their daily life.

RACS secretary-general Fauziah Tahar said the entrance to its facility at Jalan Selayang Baru was often blocked by illegally parked vehicles.

She said traffic near the junction of Jalan Selayang Baru and Jalan Besar Selayang Baru, about 100m from the home, was chaotic.

“Motorists often park illegally at corners, narrowing the roads and making it hard for vehicles to turn. Heavy vehicles loading and unloading goods only make it worse.

“This not only affects drivers but could block emergency vehicles like fire engines,” she said.

RACS resident Hairul Adzman said the pothole-ridden roads hindered his access as a wheelchair user.

“The potholes could break the bearings and wheels of my wheelchair,” he said.

On rubbish, Hairul said outsiders often dumped waste illegally, leaving the area dirty.

“The authorities follow their rubbish collection schedule, but fly-tippers keep returning.

“It is not just outsiders as some shop operators also dispose of rubbish improperly.”

Fauziah urged Selayang Municipal Council (MPS) to find a long-term solution.

“Many operations have been carried out, but there has been little change,” she added.

In a statement, MPS said it can only enforce parking rules within its own area as the place borders Kuala Lumpur City Hall’s jurisdiction.

MPS added that a RM1,000 fine can be issued to fly-tippers under the Rubbish Collection, Removal and Disposal By-Laws (MPS) 2007.

KDEB Waste Management managing director Datuk Ramli Mohd Tahir said domestic waste in the area is collected six days a week, with bulk waste picked up every Tuesday.

According to him, some foreigners often threw rubbish improperly and accumulated recyclables around the premises. — By LEW GUAN XI
