KOTA KINABALU: The relocation of utilities, including electricity and telecommunications assets, is one factor prolonging the completion of the Pan Borneo Highway Project in Sabah.
The relocation involves not only utility poles but also cables and other assets along the project site, Deputy Chief Minister Datuk Seri Dr Joachim Gunsalam told the state assembly on Monday (July 20).
In reply to Chin Shu Ying (GRS-nominated), he said relocating utilities was critical in the highway's construction because work cannot proceed for safety reasons if such assets remained along the site.
"To move these assets, we must properly identify the exact sites and locations, prepare new site drawings, secure technical approval, coordinate with utility owners, and complete other technical work," he added.
He also said it was important to factor in land acquisition, geotechnical conditions at certain locations, technical issues and contractor capability.
There was also a need for inter-agency coordination including with the Works, Economy and Finance ministries, he added.
Gunsalam suggested that the government place more focus on preparatory work for future projects, sorting out design, land acquisition and utility relocation beforehand so that construction can commence and proceed smoothly.
"This approach can help identify implementation issues and reduce the risk of delays during the construction stage," he said.
He also assured that the state would monitor every stage of the Pan Borneo project.
