Neighbourhood association chairman seeks case review after assault four years ago


IPOH: A former Harmoni Flats neighbourhood association chairman in Ipoh seeks a police case review after an alleged 2022 assault left her with injuries, says her caregiver.

The caregiver, A. Matthew Purushothaman, 64, said the incident happened before a KRT committee election meeting on Jan 9, 2022. He said it happened at the flats' meeting room at about 11 am.

Matthew said the victim, K. Karthiani, 66, also known as Helen, announced compliance with COVID-19 SOPs before the meeting.

“As the duty officer, she requested everyone to wait outside the meeting room for National Unity Ministry officers before the meeting could begin and locked the door," he said in a press conference at the flat on Tuesday (May 12).

He said two men repeatedly kicked the door open while Karthiani held it. He said the impact injured her lower spine and nerves and caused a mild stroke.

Matthew said Karthiani now uses a wheelchair and continues treatment. He said she cannot manage herself independently, and her condition has worsened.

Matthew said police received a report on the day of the incident. He said police twice classified the case as no further action.

“We disagree with the investigation facts and process that led to the NFA classification.

“We urge the authorities to re-examine the witness statements, CCTV footage, video recordings and medical reports,” he said, adding that a fresh report was lodged on May 5.

Matthew said authorities should review witness statements, CCTV footage, videos and medical reports. He said police should investigate under Section 325 of the Penal Code.

He said the matter was referred to the state Deputy Public Prosecutor's (DPP) office. He said police had not submitted the investigation papers to the DPP after four months.

“We welcome any voluntary lawyers and NGOs who wish to help ensure justice is served,” he said.

Helen said she wants the police to reopen the case and said she now has OKU status.

 Ipoh OCPD Asst Comm Muhammad Najib Hamzah said it could not comment because the case is under review by Bukit Aman.
