UKM cooperating fully with probe after A-G's report flags irregularities

KUALA LUMPUR: Universiti Kebangsaan Malaysia (UKM) is fully cooperating with Bukit Aman regarding audit findings involving financial management and student fee collections, says Adam Adli.

The Deputy Higher Education Minister said the university is working closely with the authorities to ensure investigations are conducted transparently and thoroughly.

“Let me be clear, abuse of power and misuse of public funds cannot be compromised. This is public money. It is a trust. These funds must be managed with integrity, transparency and accountability,” he said when winding up debates on the Auditor-General’s Report (AG’s Report) 1/2026 in the Dewan Rakyat on Tuesday (Feb 24).

The A-G’s Report highlighted several governance issues at UKM, including irregularities in the collection of student fees and expenditure amounting to millions of ringgit.

Among the highlighted issues were irregular student fee collections, invalid collaboration agreements and delayed or unremitted fee distributions.

Adam said immediate corrective measures have been implemented to strengthen financial governance at the university, including UKM ceasing tie-ups with corporate entities for student recruitment beginning with Cohort 7, Semester 1 of the 2025-2026 session.

This involves the recruitment and fee collection for the Postgraduate Diploma in Education (DPLI), which is now fully managed by the university.

Meanwhile, the university plans to fully centralise recruitment and fee collection for the Master of Education (Spend) programme, beginning with Cohort 10 of the second semester of the 2025 session.

Adam added that previously unrecorded revenue has since been recognised, including RM2.27mil for Spend and RM30.09mil for DPLI in 2024, as well as RM27.67mil involving earlier cohorts in 2025. Fees for DPLI Cohort 7 have also been fully recorded.

“Letters of demand have also been issued in cases involving late or unremitted fee distributions, with RM1.83mil recovered to date. Efforts to recover the remaining sum are ongoing through legal channels,” he said.
