No racial quota in police recruitment, promotion, says Home Ministry


KUALA LUMPUR: Police recruitment and promotion policies are free from ethnic discrimination, says Deputy Home Minister Datuk Seri Dr Shamsul Anuar Nasarah.

Shamsul said the police do not impose any quota for Bumiputera or non-Bumiputera candidates, stressing that all selections are made strictly on merit.

“Recruitment is based on merit, academic qualifications, physical fitness and passing security vetting.

“There is no specific quota for any ethnic group,” he said during Ministerial Question Time in the Dewan Rakyat on Thursday (Nov 20).

Shamsul was responding to a question from V. Ganabatirau (PH-Klang) regarding the number of new recruits since 2022, the percentage of non-Bumiputera intake, and whether any quota system currently applies within the police force.

He added that the police force has introduced several measures to encourage greater non-Bumiputera participation, including relaxed criteria in certain areas.

“These include flexibility in physical and academic requirements, as well as intensified promotions and engagement with higher learning institutions and local communities.

“The aim is to provide information and open more avenues for participation without compromising professionalism or the integrity of the force,” he said.

Shamsul stressed that the police continues to encourage more non-Bumiputera candidates to join the force so that its composition “reflects Malaysia’s diversity”.

“We carry out promotions and interactive announcements through media and social media.

“We hold career exhibitions, and we organise programmes that invite different communities.

“All these efforts are aimed at encouraging greater non-Bumiputera participation,” he said.
