THE Government Procurement Bill will include the setting up of a Government Procurement Appeal Tribunal to uphold integrity and fairness while maximising the benefits from the use of public resources.
Deputy Finance Minister Lim Hui Ying tabled the Bill for first reading in Parliament yesterday.
Under the proposed law, the tribunal will also be supported by an independent mechanism of checks and balances. It will see the setting up of a board, which will approve all procurements.
“If a procurement board fails to reach a unanimous decision on any matter being deliberated in a meeting, the procurement board shall refer the matter to the Minister, or in relation to a State, Mentri Besar or Chief Minister or any other authority as may be determined by the State Government, as the case may be, for a decision,” the Bill read.
A registrar will also be established.
