KUALA LUMPUR: The Health Ministry is appealing for a moratorium on the implementation of the 45-hour work week for ministry shift workers, says Datuk Seri Dr Dzulkefly Ahmad.
The Health Minister said they are seeking discussions with the Public Services Department (JPA).
“We intend and are appealing to be granted a moratorium on the matter, so we can implement the requested work hours while considering the welfare and workloads of shift workers,” he said during his winding-up speech in Parliament.
He said there is also a need to clarify the increase from 42 to 45 hours, noting many already work beyond 45 hours under the current system.
“In reality, they are already working more than 45 hours without considering their break times and more.
“I am very concerned over the potential workloads and will continue negotiating this with JPA,” he added.
He stressed that the 45-hour work week must not increase staff workloads.
“We want to have a win-win situation,” he added.
Earlier this month, the Health Ministry said they are holding nationwide engagement sessions before making a final decision on implementing a 45-hour work week for shift-based staff, including nurses, assistant medical officers, and ambulance drivers.
This comes after concerns were raised over a new directive under the Public Service Remuneration System (SSPA) that would increase the weekly working hours for shift-based nurses from 42 to 45 hours.
