MCO standard operating procedures (SOPs): The dos and don'ts


MCO SOP

States Involved: Penang, Selangor, Federal Territories (Kuala Lumpur, Putrajaya and Labuan), Melaka, Johor and Sabah.

Period: Jan 13-Jan 26

Movement Control Order

- All entry and exit points of MCO areas are closed and controlled by the police.

- All residents in MCO areas are not allowed to leave their homes.

- Only two people from a household are allowed to go out to buy essentials within 10km radius of their homes.

- Maximum of three people, including the patient, are allowed to go out to get treatment within a 10km radius of their homes, or the nearest place if such treatment is not available within 10km radius.

- Movement in and out of MCO areas are allowed for emergency cases such as death after obtaining permission from the police.

- Similar movement are allowed in the case of natural disasters.

- Disaster relief or humanitarian efforts by NGO must have the permission of the police and aid must be channelled through Disaster Operation Control Centre (PKOB).

- PCA and RGL between Malaysian and Singapore is continued based on previous agreement.

Activities in MCO Areas

- Restaurants, shops/food stalls, food truck, road side hawkers, food court, roadside food stalls/kiosks, and sundry shops are allowed to operate from 6am-8pm.

- Only take-aways, drive through or delivery are allowed for food services from 6am-8pm.

- Hospitals and clinics can operate for 24 hours.

- Pharmacy can operate from 6am-8pm.

- Daily essential shops can operate from 6am-8pm.

- Petrol stations can operate from 6am to 10pm, except those on highways (can operate 24 hours).

- Daily markets and pasar tani can operate from 7am-2pm.

- Wholesale markets can operate from 12.01am-6am and 11am-4pm.

- Laundrettes can operate from 6am-8pm, except self-service laundry shops.

PROHIBITED ACTIVITIES

Economy

- Night markets and late night bazaars.

- Clothing shops, spectacles shops, barber, salon, spa and reflexology.

- Tuition, music classes, dance classes, arts, Quran classes and language classes.

Entertainment

- Activities in nightclubs or pubs.

- Activities at theme parks, indoor playground, family karaoke and cinema.

- Concert activities or live performances.

Meetings

- All face-to-face meetings involving government and private agencies are not allowed.

- All seminars, courses, trainings, workshops conventions or exhibitions, are not allowed.

Festive Events

- Official and unofficial government and private events.

- Social events such as wedding reception or engagement, birthday celebrations and reunions.

Sport Activities

- All sports and recreations except jogging and cycling (not in groups).

- Hosting of sport competitions.

- Events and competition involving overseas competitors.

Tourism

- Tourist activity in and out of MCO and enhanced MCO areas.

- Tourism activity overseas and those involving foreign tourists entering Malaysia except those from the country as mentioned by the minister.
