PETALING JAYA: Malaysians with a household income of less than RM10,959 are eligible for subsidies for intermediary services at the newly opened Covid-19 Mediation Centre (PMC-19).
The subsidies are also available for small and medium enterprises, depending on the size of their operations.
Applicants will only be eligible for these subsidies once.
Those applying for the subsidies will have to undergo a “Means Test” to receive a full subsidy.
The mediation service, which does not involve any litigation, is open to anyone with disputes involving RM300,000 and below.
Finance Minister Tengku Datuk Seri Zafrul Tengku Abdul Aziz, when tabling Budget 2021 in the Dewan Rakyat on Nov 6, said PMC-19 was set up to assist the B40 and M40 groups, as well as micro industries, to resolve disputes relating to contractual obligations.
The PMC-19 was specifically set up under the Prime Minister’s Department to help those with contractual disputes as provided in Section 7 of the Temporary Measures for Reducing the Impact of Coronavirus Disease 2019 (Covid-19) 2020 (Act 829).
Minister in the Prime Ministers Department Datuk Takiyuddin Hassan had said previously the Act provides relief to contractual obligations that cannot be implemented due to measures taken by the government to address the spread of Covid-19 for a specified period.
He said Section 7 of Act 829 also covers perform bond or equivalent that is granted pursuant to a construction contract or supply contract; professional services contract; and lease or tenancy of non-residential immovable property.
It also includes, among others, event contract for the provision of any venue, accommodation, amenity, transport, entertainment, catering or other goods or services including for any business meeting, incentive travel, conference, exhibition, sales event, concert, show, wedding, party or other social gathering or sporting event, for the participants, attendees, guests, patrons or spectators of such gathering or event.
Only Malaysians can apply for the mediation services, provided they or their company are not declared bankrupt.
Those declared bankrupt will have to be sanctioned by the Department of Insolvency.
