It is unclear when the picture was taken but an online search suggests that it was most likely in 2012 when Lagarde was in Kuala Lumpur for the Global Public Lecture on 'Asia and the Global Economy, The Promise of Integration' which was hosted by Malaysia Economic Association (MEA).
