NO country in the world would buy submarines or other defence system through an open tender, the Dewan Rakyat was told yesterday.
Deputy Defence Minister Datuk Dr Abdul Latiff Ahmad was explaining why the purchase of two Scorpene class submarines, KD Tunku Abdul Rahman and KD Tun Razak, was not made through an open tender.
