PETALING JAYA: Transferring civil servants from one department to another periodically may help curb corruption but a “whistle-blower system” to reward civil servants for providing information on corrupt colleagues will be a better alternative, according to unionists and a former senior civil servant.
Former Transport Ministry secretary-general Tan Sri R.V. Navaratnam said that although the transfer proposal was good, it was not enough to combat corruption.
