NACHO Fernandez Suarez winces at the memory of his eight years as an administrative assistant in the Argentine Congress, part of an inclusion programme for people with disabilities.

“They bullied me, they pushed me, they treated me poorly,” said Fernandez Suarez, 34, who has an intellectual disability. He was also bored, rarely given meaningful tasks.
