First Selangor Plan hits 79% mark

The First Selangor Plan (RS-1) has achieved 79% of its overall targets, says Selangor Mentri Besar Datuk Seri Amirudin Shari.

Speaking during the RS-1 Showcase held on the sidelines of the Selangor State Legislative Assembly sitting at Wisma Dewan Negeri Selangor, Shah Alam, Amirudin noted the progress made since the plan was tabled in July 2022.

“As of Dec 31, I am pleased to share that 79% of the overall plan has been achieved.

“In terms of projects, programmes and initiatives, 65% have been fully completed, taking into account that many are medium- and long-term efforts.

“Examples include the development of the Shah Alam Sports Complex, Selangor Aero Park and the third port at Carey Island,” he said.

Amirudin added that several major projects critical to the state’s future have been fully realised.

These include the Pulau Indah Power Plant, Water Resources Assurance Scheme and Waste-to-Energy Power Plant, all of which benefit the people in terms of energy supply, water resources and sustainable solid waste management.

On economic performance, Amirudin said Selangor has exceeded its growth target, recording a year-on-year growth rate of 7.9%.

Approved investments averaged RM61.3bil annually during the RS-1 period.

“Selangor is a state where more than half of total investments come from domestic companies, demonstrating that we are not overly reliant on foreign investments,” said Amirudin, who is Sungai Tua assemblyman.

“This is an important factor in ensuring the state remains adaptive and resilient when facing crises ahead.

“Based on data from the Department of Statistics Malaysia, Selangor successfully eradicated hardcore poverty in 2024,” he said.

Hardcore poverty is a subset of absolute poverty.

Amirudin said absolute poverty remained at 0.9%.

While this was an improvement from 1.5% in 2022, he said relative poverty required closer attention.

“Relative poverty stood at 14.2% in 2022 and declined to 8.5% in 2024.

“There is still significant room for improvement, which will be addressed in the Second Selangor Plan (RS-2) through employment policies, a review of the effectiveness of welfare programmes as well as more effective progress and exit strategies.

“This report will be tabled in the State Legislative Assembly for deliberation by its members.

“This is important because when we present the RS-2 later this year, we have benchmarks to evaluate the outcomes of RS-1,” he added.

Amirudin said RS-2 would focus on deepening new policies introduced by the government.

“For example, in the economic sector, we will assess the effectiveness of Speed Selangor in optimising investment processes.

“Moving forward, Speed Selangor will be implemented at the local authority level to improve service delivery to the people.

“The care economy will also be emphasised to prepare Selangor for an ageing society.

“Sustainability will be a core pillar of RS-2, alongside exploring new opportunities,” he said.

Adjustments will also be made in RS-2 to accommodate recovery plans, as the impact of the energy crisis is expected to persist for at least another year, Amirudin added.
