New flyover a solution to traffic woes in Subang, Sunway and USJ, says local authority

Following protests by SS14 residents over the building of a new flyover linking Persiaran Lagoon Selatan to the Subang–Kelana Link, Subang Jaya City Council (MBSJ) has issued a statement to explain its construction is a strategic move to alleviate traffic congestion in Subang, Sunway and USJ.

In the statement, the council also denied that it had gone behind the residents’ backs in approving the project as two engagement processes had been carried out at the community level on the design on May 19, 2023 and October 13, 2023 in Padang Assam, SS14.

In addition, a townhall session was also held on Nov 22 in 2024 at the MBSJ headquarters for the community with the involvement of technical agencies.

“In the engagement session, MBSJ has taken into account the residents’ input, as well as that of the related agencies in regards to the implementation of the project. All views have been taken into account to ensure that traffic dispersal will be carried out comprehensively, effectively and with optimal benefits to the community,” it said.

MBSJ reiterated the project has also undergone a detailed assessment in terms of technical requirements including a traffic impact assessment and road safety audit. It has also obtained reviews and feedback from the Petaling District Public Works Department, New Pantai Expressway and the Royal Malaysia Police.

“The design complies with all requirements under the Street, Drainage And Building Act 1974 (Act 133) and is fully implemented on government land”.

Addressing residents’ concerns who claimed they were told that no development order was required, MBSJ clarified that the project did indeed receive planning permission approval  through the One-Stop Centre (OSC) committee meeting.

The OSC is where reviews and the processing of applications for development, including planning permission and building plans are done.

A planning permission issued by the OSC, confirms that a proposed development, such as new construction or changes to an existing building, meets the local area's planning policies, design standards, and the impact on the surrounding environment.

However, the statement explained that as the project does not involve any land acquisition process and the construction of the road will only involve the local authority, there is no need for social and environment impact assessment studies.

On claims that appeals are being ignored, MBSJ further assured that all feedback and design proposals had been presented at the OSC meeting.

In addition to the technical agencies, the meeting was also carried out with the support of the Selangor Town and Country Planning Department, Petaling District and Land Office, Air Selangor, TNB Subang Jaya, Selangor Fire and Rescue Department, Department of Environment, Indah Water Konsortium, Selangor Water Management Authority, Petaling District Irrigation and Drainage Department, Malaysian Communications and Multimedia Commission and Selangor Minerals and Geosciences Department.
