Groundwork for the long-awaited Hospital Sultanah Aminah 2 (HSA 2) project in Skudai has been completed, paving the way for construction to begin next year once federal approvals are finalised.

Johor health and environment committee chairman Ling Tian Soon said the initial phase, which included land inspection, design work and technical workshops, was completed in August.

“The groundwork has been done and we hope the construction process can begin next year as announced previously.

“Projects like this typically take more than three years to complete.

“This includes stages such as tender advertisement, bidding process and issuance of the letter of award before construction can start,” he told StarMetro.

With the Federal Government’s commitment to speed up the project, Ling said the state was hoping the building phase could proceed without delay.

He added that the HSA 2 site remained the same as initially planned, on a 28.33ha plot of land within the Defence Ministry’s 202.34ha site in Taman Nesa, Skudai.

It was previously reported that the Health and Defence ministries had agreed to allocate the land for the hospital, which is expected to become the largest in Johor upon completion.

Ling said the HSA 2 facility aimed to ease overcrowding at the existing HSA and Hospital Sultan Ismail in Johor Baru, both of which had been grappling with high patient volumes for years.

The recently tabled Budget 2026 highlighted that the government would build a new Hospital Pontian and expedite development of HSA 2 as part of efforts to address congestion at public hospitals.

HSA 2, expected to have a capacity of 1,500 beds, was first announced by Prime Minister Datuk Seri Anwar Ibrahim, who is also the Finance Minister, while tabling Budget 2025 last year.

It is expected to be developed through a public-private partnership model.
