PHILIPPINE President Rodrigo Duterte will make an aerial inspection of the havoc from the world’s strongest typhoon this year, which has killed 16 people, though officials said a forcible evacuation effort had averted more deaths.
Three people have also been reported missing in provinces south of the main island of Luzon, the disaster agency added in a statement yesterday, with communications to some regions still severed.
