Manual mode not allowed?

YESTERDAY, I was about to enter a shopping mall when a woman asked for my help to scan the QR code to check in on her MySejahtera app. Unfortunately, I was unable to help her as there was a technical problem with her handphone.

I told her she could check in manually since her handphone had malfunctioned. However, the guard manning the entrance said that without scanning the MySejahtera code, no one can enter the premises, not even by manually writing down their details, including their body temperature. This happened at another Klang Valley mall four days ago when a woman who doesn’t own a mobile phone wanted to enter the premises.
