KUALA LUMPUR: Allocations for opposition Members of Parliament who signed the Confidence and Supply Agreement (CSA) will be disbursed immediately after the Supply Bill 2027 is passed by Parliament.
Prime Minister Datuk Seri Anwar Ibrahim said Budget 2027, which passed the policy stage on Thursday (Oct 29), is expected to be passed by the end of the year.
He noted that the disbursement would strictly follow the Budget schedule, which is currently undergoing the committee-level debate.
"As soon as it is passed by Parliament, we can disburse the allocation in accordance with the agreement," he told reporters after performing Friday prayers on Friday (Oct 30).
Bersatu on Thursday (Oct 29) agreed to support Budget 2027 in return for equal constituency development allocations for its MPs under the CSA signed with the Madani government.
The six Bersatu MPs covered by the agreement are Tan Sri Muhyiddin Yassin (Pagoh), Datuk Dr Radzi Jidin (Putrajaya), Datuk Ali Biju (Saratok), Datuk Mohd Suhaimi (Langkawi), Nazri Abu Hassan (Merbok) and Datuk Azman Nasrudin (Padang Serai).
The deal was also signed by six former Bersatu MPs who were sacked by the party in 2024 after declaring their support for the government, as well as Muar MP Syed Saddiq Syed Abdul Rahman.
Anwar said the arrangement was based on a mutual understanding and was not unusual, as similar agreements had been practised under previous governments.
He said the principle was the same as when he was the opposition leader and negotiated with the then government, comprising Umno, PAS and Bersatu.
He added that parliamentary allocations continued as usual for both government and opposition MPs, while constituency development allocations channelled through MPs were tied to such agreements.
“There is nothing unusual about it. I have always said that (if) there is a mutual understanding, we (will) approve it.
“Although we continue to face criticism as though we are blocking the allocations, that is not the case.
“Therefore, this is a positive development, as they expressed their agreement yesterday. This is open to anyone who wishes to agree to the same mechanism that was used previously,” he said.
Responding to suggestions by analysts that the CSA could serve as a reminder to component parties in the unity government not to withdraw their support or switch allegiance, Anwar said such interpretations were inevitable.
“Such understandings are common in many democracies. However, in Malaysia's experience, there were negotiations under the previous government.
“Everyone knows that the committee members who negotiated on behalf of Pakatan Harapan and the government at the time comprised representatives from Bersatu, PAS, Umno and GPS,” he said.
