Rocky’s owner charged in court for keeping unlicensed dog in Klang


KLANG: A housewife who claimed to be the owner of a dog named Rocky was charged at the Magistrate’s Court here on Thursday (Aug 20) with keeping an unlicensed dog.

The accused, S. Roghini Devi, 42, pleaded not guilty after the charge was read out before magistrate A. Karthiyayini.

According to the charge, Roghini allegedly kept a dog, aged more than three months, without a valid licence issued by the Klang Municipal Council (MPK).

The offence was allegedly committed in front of a house in Jalan Sama Gagah, Taman Teluk Gedung Indah, at about 10.50pm on July 29.

Rocky was alleged to have been beaten and strangled in Taman Teluk Gedung Indah, Port Klang, on July 29 during an anti-stray operation.

The charge was brought under Section 3 of the Licensing of Dogs and Dog Pounds By-Laws (MPK) 2007, which provides for a fine of up to RM2,000, imprisonment of up to one year, or both, upon conviction.

The prosecution was conducted by Deputy Public Prosecutor Salman Alfarisi, while the accused was represented by lawyer Jeremy Vinesh Anthony.

The court subsequently granted bail of RM1,000 and fixed Oct 8 for mention.
