SHAH ALAM: The Selangor Department of Veterinary Services (DVS) has assured that its investigation into the death of a dog during a stray dog-catching operation in Taman Teluk Gedung Indah, Port Klang, will be conducted thoroughly, fairly and without prejudice to any party.
In a statement today, Selangor DVS said it received several complaints through the MyAnimalWelfare system at about 9.25pm on July 30 regarding a viral video showing a group of individuals tying and pulling a dog's neck, while a woman was seen pleading for the animal to be released.
"Preliminary investigations by Selangor DVS found that the incident occurred at about 10.50pm on July 29 in the vicinity of Taman Teluk Gedung Indah, Port Klang, Selangor, during a community stray dog-catching operation carried out by the Royal Klang City Council (MBDK) in collaboration with residents of the housing area.
"The stray dog-catching operation by MBDK was an initial measure by the local authority to control the growing stray dog population in order to safeguard public well-being," the statement said.
The department further said that at about 11am on July 31, its Animal Welfare Team received the carcass of a male dog, believed to be the animal shown in the viral video, from a local woman together with an orange ice box.
Following this, Selangor DVS' Animal Welfare Team lodged a police report to facilitate further investigations.
"The investigation team summoned the suspect and witnesses on Aug 1, 2026, to record their statements in connection with the case under Section 112 of the Criminal Procedure Code (Act 593).
"The case is being investigated under Subsection 29(1)(e) of the Animal Welfare Act 2015 (Act 772), which provides for a fine of not less than RM20,000 and not more than RM100,000, or imprisonment for a term not exceeding three years, or both," the statement said.
Yesterday, the Tengku Permaisuri of Selangor, Tengku Permaisuri Norashikin, expressed sadness, disappointment and anger over recent incidents of cruelty involving pets and stray animals, particularly dogs and cats, that had gone viral.
Istana Alam Shah said Tengku Permaisuri Norashikin also urged the Federal Government to review the penalties under the Animal Welfare Act 2015 to ensure harsher punishment for offenders convicted of animal cruelty and more consistent enforcement. - Bernama
