KUALA LUMPUR: A Public Works Department (JKR) director told the High Court that the department paid RM24.4mil to a construction company for a project under the Jana Wibawa programme.
Datuk Wan Hasnan Wan Musa, who was reading his witness statement on Wednesday (July 15), said that KCJ Engineering received the payment for a road works project connecting Felda Bukit Jalor to Gemas, Negri Sembilan.
The court was previously told that KCJ Engineering was one of the 54 companies recommended by the then prime minister, Tan Sri Muhyiddin Yassin, in a letter dated Nov 13, 2020, for direct negotiations of Jana Wibawa projects.
Wan Hasnan also confirmed a RM10mil payment voucher from the government to KCJ Engineering dated May 26, 2022.
He said based on the payment voucher, the monies were already banked into KCJ Engineering's account as an advance payment for the road works project.
The witness then confirmed another nine payment vouchers amounting to RM14.4mil between March 28, 2022 and Dec 9, 2022.
The court also heard that the government agreed to the tender offer on the road works project from KCJ Engineering for the price of RM62mil for the duration of 34 months in a letter dated July 30, 2021.
"Based on the government procurement procedure, I confirm that a contract must be completed within three months from the date the agreement letter (surat setuju terima) is issued," Wan Hasnan said.
During examination-in-chief by deputy public prosecutor Wan Nur Iman Wan Mohd Afzal, Wan Hasnan said the road works project should be completed by the end of this month.
"I am not sure about the current percentage of the completion but the project is expected to finish by end July this year.
"A part of the project has been handed over to the government and we have issued a completion certification. The balance should be completed by the end of this month," he said.
Muhyiddin, 79, was charged with four counts of using his position to obtain bribes totalling RM225.3mil in relation to the Jana Wibawa Project from three companies, including Nepturis, and an individual for the party.
The offence was allegedly committed at the Prime Minister's Office, Bangunan Perdana Putra in Putrajaya between March 1, 2020 and Aug 20, 2021.
He also faces three counts of receiving proceeds from illegal activities totalling RM200mil which were deposited into Bersatu's bank accounts between February 2021 and July 2022.
The hearing continues before Justice Noor Ruwena Md Nurdin tomorrow (July 16).
