Criminal cases involving police rose by 20%, says Deputy Home Minister


KUALA LUMPUR: Criminal cases involving police personnel rose to 463 in 2025, representing a 20% increase over the 378 similar cases recorded in 2023, says Datuk Seri Dr Shamsul Anuar Nasarah.

The Deputy Home Minister said 2025 also showed a steady increase from 2024 which saw 407 such cases, according to data from Bukit Aman's Integrity and Standards Compliance Department (JIPS).

However, he noted that cases involving the use of force were not recorded as a separate category by JIPS.

He added that the Independent Police Conduct Commission (IPCC) also saw a similarly steady increase in complaints received, which grew from 100 in 2023 to 338 in 2024 and 388 in 2025.

“The statistics need to be interpreted taking into account the changes in the complaint receiving mechanism following the establishment of the IPCC in July 2023," he said on Wednesday (July 8).

He explained that the Ministry will continue to strengthen human rights training and governance to ensure professional services and maintain public confidence. He said this while winding up the debate on the Suhakam 2024 annual report and financial statements at the Dewan Rakyat.

On immigration enforcement, Shamsul Anuar said the Immigration Department had arrested 18,687 undocumented migrants for various offences under immigration laws in 5,430 operations nationwide.

He said the operations, which took place between Jan 1 and June 15 this year, also involved inspections on a total of 76,681 individuals.

"In addition to these arrests, a voluntary program for these migrants was also implemented from May 2025 until June this year," he said.

This initiative saw a total of 264,961 foreigners from 12 countries registered under the programme, of which 242,000 have been sent back to their countries of origin.
