GEORGE TOWN: The Penang government has achieved a 94% implementation rate for its manifesto pledges.
Chief Minister Chow Kon Yeow said that as of April 30, 2026, 30 out of 50 manifesto promises, or 60%, have been fulfilled, while another 17 (34%) were being implemented.
He added that out of the 50 manifestos, only three (6%) have yet to begin implementation.
"We (the state government) have developed the My Penang Manifesto dashboard through collaboration between the Chief Minister’s Office, the state Economic Planning Unit and the state Information and Communications Technology Unit to ensure transparent monitoring of every pledge.
"This will be updated in real time to give the public complete access and information on the progress of the state’s manifesto pledges.
“The use of this dashboard ensures that no initiative is left behind and every sen of public allocation is utilised according to its intended target,” Chow said during a press conference on Tuesday (May 19).
Chow said the three initiatives yet to be implemented are the establishment of a State Social Development Fund financed through medical health fees imposed on foreign nationals, a dedicated rental housing scheme for youths and singles and the setting up of kirigai ceremonial locations in every district, as well as the construction of a new Tamil school, which will be the 29th in the state.
"Some of the 30 (manifestos) that have been completed are repeated yearly, such as cash assistance.
"The 17 that are still in the process of being carried out include projects under the Penang Water Supply Corporation (PBAPP), the Penang International Airport expansion project, affordable housing projects and others which are in the process of being carried out," he explained.
Chow said some projects required longer implementation periods and might not be completed within a single term.
“For long-term projects, we will strive to at least launch them,” he said.
