GEORGE TOWN: The implementation of the Community Service Order (PKM) in Penang will be carried out in stages and in a coordinated manner to ensure effectiveness and smooth execution across all local authority jurisdictions.
State local government, town and country planning committee chairman Jason H’ng Mooi Lye said the phased approach was necessary to ensure proper standardisation and operational readiness at the level of local authorities.
“The implementation will be carried out in stages and in a coordinated manner to ensure effectiveness and smooth execution across all local authority jurisdictions,” he said in a written reply to Joseph Ng Soon Siang (PH-Air Itam) during the Penang state legislative assembly sitting on Thursday (May 14).
He said the initiative, which involves local authorities, aims to strengthen enforcement against minor littering offences through an alternative sentencing mechanism that is both educative and corrective in nature.
The programme, which will come into force on July 1, 2026, is backed by newly adopted guidelines and standard operating procedures to ensure consistency in enforcement, monitoring and execution across Penang’s two local councils.
H'ng said local authorities would also be responsible for identifying suitable community service activities, including cleaning public areas such as markets, drains, beaches, bus stops, parks and pedestrian walkways.
He added that supervision mechanisms would be in place throughout the duration of the sentence to ensure compliance, safety and welfare of offenders, with follow-up action taken against any breach of orders, including referral back to court where necessary.
The state government, he said, would intensify public awareness efforts through social media, outreach programmes and community engagement initiatives to ensure public understanding and acceptance of the scheme.
“The objective is not just enforcement, but behavioural change towards a cleaner environment,” he added.
