Lorry operators with ISO 39001 to get special Puspakom lane, JISA-exemption, says Loke


JOHOR BARU: Lorry operators that have successfully obtained the ISO 39001 Road Traffic Safety Management certification may soon enjoy special perks, says Transport Minister Anthony Loke.

He said this includes a special lane at the Computerised Vehicle Inspection Centre (Puspakom) and an exemption from the Road Transport Department’s (JPJ) Inspection and Safety Audit (JISA).

“I will discuss with JPJ to exempt companies with ISO 39001 certification from JISA audits.

“The ISO audits are of a higher standard than JISA audits, so it does not make sense to conduct both.

“We should have JPJ’s manpower focus on auditing companies that do not have ISO certification instead, as we know many are still non-compliant with safety regulations,” he said.

He said this in his speech after officiating the Johor Transport and Logistics Operators' Association (JoTran) Seminar here on Monday (May 11).

ISO 39001 is an international standard for road traffic safety management systems that provides a framework for organisations to reduce and prevent road fatalities and injuries.

Loke said the ministry will also have Puspakom provide a special lane for those who have obtained the certification, beginning with Johor.

“We will soon be having a meeting with the General Insurance Association of Malaysia (PIAM) to discuss increasing the maximum No-Claim Discount (NCD) from 55% to a higher percentage to reward good drivers.

“We will also bring this up to the association and hope they will consider giving special discounts to lorry operators with the ISO certification,” he said.

He added that the ministry will also look into the possibility of increasing the validity period of Land Public Transport Agency (Apad) permits.

Earlier in his speech, JoTran president Frankie Chia said the association was among the first few industry associations to receive the ISO 39001 certification.

“We received the certification in 2024, and in the same year, four of our members also obtained it.

“In 2025, five more members received the certification and eight more are expected to receive soon this year,” he said, adding that he hopes the ministry would consider giving special incentives to encourage more companies to obtain the ISO 39001 certification.
