PUTRAJAYA: The Home Ministry has advised the public not to draw conclusions or pass judgment on any party based solely on a short video clip circulating online regarding an incident in Kulim, Kedah.

The viral footage allegedly shows a police officer stepping on a suspect's head.

Home Minister Datuk Seri Saifuddin Nasution Ismail said the footage circulating on social media only shows a brief moment and does not reflect the full circumstances.

He noted that the clip has a very short duration and questioned what happened before the recording began.

"Before that, did the suspect act aggressively? Did he ride his motorcycle against traffic? Was there an incident where he rammed into a police vehicle?" he said at a press conference on Tuesday (Apr 21).

He was responding to a 29-second video that went viral on social media showing an incident involving police and a suspect. In the clip, a suspect is seen being pulled off a motorcycle before falling to the ground, after which a police officer appears to step on his head.

Saifuddin Nasution said he has instructed the Kedah police chief to expedite investigations into the case to determine compliance with standard operating procedures (SOP).

Any further action, including possible referral to the Integrity and Standard Compliance Department (JIPS), will be decided after the probe is complete.

"If the final investigation shows there is a need to involve JIPS to assess whether there was any breach of SOP, I will review all aspects. We cannot take hasty action," he said.

He added that hasty action would demoralise police officers during enforcement work, noting that suspects can sometimes behave aggressively.
