Over two million Temporary Employment Visit Passes issued since Feb 2025, says Home Minister


KUALA LUMPUR: The Foreign Worker Centralised Management System (FWCMS) has issued 2,353,297 Temporary Employment Visit Passes (PLKS), involving total payments of RM381mil since its full implementation in February last year, says Datuk Seri Saifuddin Nasution Ismail.

The Home Minister said the implementation of FWCMS was in line with the government’s mandate to enhance governance efficiency, process transparency and compliance with policies on the employment of low-skilled foreign workers in the country.

"The government and Bestinet Sdn Bhd signed an agreement on the development, operation and maintenance of FWCMS on Sept 3, 2024.

"Under the contract, Bestinet is responsible for developing and maintaining the system’s core modules, ensuring integration with relevant government systems, providing operational support and conducting system management training for users.

"The contract is for a six-year period, from June 1, 2024 to Jan 31, 2031. FWCMS was fully implemented in February 2025," he said in a parliamentary written reply in response to a question from Zahir Hassan (PH-Wangsa Maju).

Zahir had asked the Home Ministry to state the progress of the implementation of the Foreign Worker Centralised Management System (FWCMS), including but not limited to the number of foreign workers involved and the total payments made to Bestinet Sdn Bhd up to December 2025 for each module under the system.

As of Dec 31, 2025, 11 modules had been developed and deployed, including eQuota, eEmbassy, eRecruitment, Bio-Medical System (BMS), Online Insurance, eVDR, ePLKS, eEnforcement, Dashboard and Reporting, Alerts & Notifications, and eCOM, according to the Home Minister.

FWCMS is currently integrated with the ePPAx and MyIMMs systems, with further integration planned with the Niise platform ahead of its rollout in June 2026, Saifuddin explained.

He said that beyond revenue collection, the platform improves transparency, reduces leakages and strengthens enforcement by enabling better tracking of foreign workers throughout their employment lifecycle.

"The implementation of FWCMS reflects the government's commitment to modernising foreign worker management in a way that is efficient, transparent and aligned with national security and economic needs," he said.
