JOHOR BARU: A person who is caught experimenting with illegal drugs for the first time should be given assessment and counselling instead of being slapped with a punishment and a criminal record, says Datuk Prof Dr Adeeba Kamarulzaman.
The commissioner of The Global Commission on Drug Policy said that in Malaysia, individuals caught using drugs are currently sent to prison, regardless of whether they are first-time users or habitual offenders.
